Map Background colour can be changed via the Symbology Editor. F9, or select Tools>Symbology>Edit off the main menu.
Turn the hill shading layer off to see the new Background colour
Use the Restore Map Background Colour option in the Symbology Editor (above) to restore the default colour, or select Tools-> Options-> Restore Map Background Colour3d
